The Wallace Group History
Scott Wallace, R.G., President/Principal Geologist and native Oregonian, originally founded the Bend-based geoenvironmental practice for a large national engineering firm in 1997. Principal Geotechnical Engineer, Mark Herbert, P.E., joined the practice in 2000 and since that time the organization has flourished with Wallace, Herbert and staff becoming recognized experts in the Central Oregon geosystem and providing clients throughout the Pacific Northwest with practical, Applied Earth and Environmental Science solutions. In 2010, the practice was purchased by Scott Wallace and renamed The Wallace Group. The firm is currently certified as an Emerging Small Business in Oregon.
Principals Wallace and Herbert have more than 60 years of combined experience in the professional consulting industry with both having worked for prominent regional and national firms. Through this experience and enthusiasm for applying earth science and engineering principals to solve infrastructure and natural resource challenges, The Wallace Group evolved. We exist to serve our clients, communities, and employees by providing an environment where honesty, teamwork, integrity, innovation and technical expertise are recognized. Scott Wallace, R.G., is the President and founder of The Wallace Group, Inc., and has over 23 years of professional consulting and business management experience in the geoscience industry. He is an expert in the geologic systems of central/eastern Oregon and Washington, and has worked extensively for private, municipal, and federal clients on a broad range of environmental, geotechnical, and water resource projects. Scott’s multi-disciplinary, technical expertise includes hydrogeology, geotechnical engineering, environmental compliance, remedial investigations/feasibility studies, geologic hazards, and water rights. His project management responsibilities include scoping, developing project plans and schedules, staffing, and maintaining financial controls/budgets. He advises clients on technical issues, writes and reviews technical reports and communications, provides expert witness testimony, and has served as a regulatory liaison at the federal, state, and local level.
Scott makes his home in Bend, Oregon and serves on the board of directors for the Bend Metro Parks and Recreation District and ACEC-Oregon. He is married with two children and enjoys a variety of outdoor pursuits including fishing, skiing, biking, golf, and coaching youth baseball.

Chapter President
Mark Herbert, P.E. is the Principal Geotechnical Engineer for The Wallace Group and has over 34 years of experience performing geotechnical investigations in Oregon and Colorado, including 22 years in Central Oregon. He has conducted foundation investigations, roadway and pavement evaluations, slope stability analysis, undocumented fill assessments, aggregate resource evaluations, groundwater mitigation, dam studies and construction services. Mark has served as Geotechnical Engineer of Record for hundreds of Central and Eastern Oregon projects. He is an expert on preparing specifications for and monitoring placement of engineered rock fills, utilizing blasted basalt bedrock common to Central Oregon. His project history includes a broad range of commercial, public sector and institutional clients, including hospitals, school districts, utility companies and heavy construction contractors.
Mark is the local chapter president of PEO and one of the groups’ goals is to expose Central Oregon high school students to the world of engineering through job shadows, career fairs and scholarship programs. Mark and his wife Kari enjoy Central Oregon’s rural lifestyle and are frequently camping, kayaking and spending leisure time outdoors and at the Oregon Coast.

Mr. Young is a licensed professional engineer and geologist with over 25 years of consulting and business management experience working with municipal, private, and federal clients on a broad range of environmental engineering projects throughout the western United States. He is the founder of the Environmental Performance Group (EPG) and the Sustainability and Climate Change Services Manager for SWCA Environmental Consultants. Mr. Young and EPG are strategic partners with Wallace Group.
Rich has a broad range of experience in business management and strategic planning; carbon inventorying and regulatory compliance/reporting; sustainability program development; eco-business strategies; stakeholder communication; employee engagement and training. He has presented at industry conferences across the United States on topics, such as the business case for sustainability, and he participates on several boards and advisory panels.
Mr. Young is based in Salt Lake City, Utah and enjoys a variety of outdoor recreational pursuits including fly fishing, tennis, biking, and skiing.

Shane Cochran has over five years of multi-disciplinary experience including geotechnical investigations, groundwater hydrogeology, environmental compliance, remedial investigations, environmental assessments, and building special inspections. He earned a Bachelor of Science degree in Environmental Geology from Colorado State University.
Shane lives in Bend, Oregon and enjoys time with his wife and children, as well as biking and competing in local running and Nordic ski events.

Mike has 6 years experience as a construction special inspector for commercial, governmental and institutional clients throughout central Oregon and Washington. He is responsible for the radiation safety program at the Wallace Group in addition to his inspection role for concrete, masonry, concrete, structural steel, earthwork and welding. Mike also earned an Associate of Science degree in Administration of Justice from the College of the Redwood’s in Eureka, California.
Mike lives in Bend, Oregon and enjoys time with his wife and two children. He also enjoys skiing and fishing around the area and traveling with his family.
